Simple enough.

The command is: NewWindow URL seconds [ x y w h] where URL is the target page of the new window, will disappear after seconds (unless seconds = 0, in which case it is permanent, and will appear at location x,y on the screen with width w and height h?

In addition, the new window will inherit the UAS (User Agent String) properties of the parent from which the command was executed.
