Yes it can.

But it certainly can't do structural tests based on the any ID tags if they are either non-unique or non-constant.

Instead, what we do is study the page structure and identify an invarient "pivot point" in the page, that is, some feature of the page that always will be there, and relative to which the subsequent structural commands can be based.
