Right now "cloud computing" is still in its infancy. Our work so far has been with the Amazon Compute Cloud -- EC2 it's called -- and there the main machine image for Windows is WS2003/SP2.
So the answer, for now, is simple: Use WS2003/SP2.
However, you DO need to remember to perform the "machine fixups" that adjust the heap space settings, the virtual memory size, and the "performance options" for the OS. You can find out how to do that in the eValid documentation.
