Yes, eValid tests of a website can be run from a cloud image.

The basic setup will be to use the scheduler on your Windows image to launch a batch-file-based eValid test. The easiest way to send performance data is to have your eValid playback create a local file that you can then email (or send by ftp) to the site where you are reporting monitoring results.

If you have scripts that are "desktop safe" then you can run dozens or even hundreds of tests in parallel. You're only limited by your machine's power
(i.e. the power of the image machine from which you are executing).
