eValid site analysis can collect a great deal of data about a web site and present the information to you in a very usable form, but can't make a "grading" decision. That's for humans to do.
But here are some suggestions:
Base the A/B/C/D/F grade on percentage of broken links, on percentage of slow pages, on percentage of too-large pages, or on some combination of metrics like that.
eValid will collect the data automatically; you supply the criteria and assign the grade based on the data.
