In many ways, the bottom line of monitoring is to know, reliably and consistently, that a web application is running normally.
There is always that lingering doubt about whether the
monitoring machine running OK. It is a matter of relative reliabilities: you certainly want the monitoring machine to be MORE reliable than the machine(s) or
application(s) it is monitoring.
That appears to be where originating monitoring a cloud-based machine image has some technical and business advantages. You know (or at least you expect) a cloud-based machine to be the most reliable system around.
And, apart from some recent well-noted incidents, that statement generally holds true. So basing your monitoring from a cloud image does give you an extra layer of reliability and proection.
